Bankruptcy Legal Aid Foundation provides limited pro bono Chapter 7 bankruptcy representation to California residents who meet strict financial and case-specific criteria. Because resources are limited, eligibility is determined through a structured screening process and legal review.

Program Focus
Our pro bono program is designed for individuals who are facing serious and ongoing financial hardship, lack the ability to retain private bankruptcy counsel, have straightforward consumer Chapter 7 cases, have limited assets and income, and have no reasonable alternative access to legal assistance.
This program is not intended for complex or business-related matters.
Financial Eligibility
Eligibility is based on household income, assets, and overall financial circumstances. Income is evaluated in relation to applicable legal-aid guidelines, including Area Median Income, and must be primarily from wages or fixed sources. Income must be no greater than 150% of the Federal Poverty Guidelines.
Applicants with fluctuating income, complex self-employment, or ongoing business activity are generally not eligible.
Asset Considerations
Pro bono assistance is limited to applicants who generally do not own real estate and who have little or no non-exempt property under applicable bankruptcy exemption laws. Some exceptions apply.
All assets must be fully disclosed and are subject to legal review.
Hardship Requirement
Applicants must be experiencing ongoing financial hardship, such as job loss, medical issues, divorce, disability, or fixed income, and must demonstrate that their financial situation is unlikely to improve in the foreseeable future.
Temporary or short-term financial difficulties may not qualify.
Availability of Other Legal Assistance
Pro bono services are reserved for individuals who lack meaningful access to other bankruptcy legal assistance. Applicants who are able to retain private counsel or who are already receiving assistance from another organization may not be eligible.
Legal Review and Discretion
Meeting eligibility guidelines does not guarantee representation. All applications are reviewed based on eligibility criteria, case complexity, conflicts of interest, and availability of program resources.
The Foundation reserves discretion to accept or decline any case.
No Attorney–Client Relationship
Submitting an inquiry or intake request does not create an attorney–client relationship. Representation begins only after written confirmation of acceptance.
